Technical areas of expertise: Social policy, stabilization, countering violent extremism (CVE), conflict mitigation, peace building, trauma awareness/healing, governance, strengthening civil society, and gender.


Jill Morris is currently serving as the Chief of Party for DT Global's Promoting Civic Engagement and Peace (PCEP) project in South Sudan. Previously, Jill was DT Global's Director of Program Excellence in the Learning & Innovation unit based at DT Global US in Washington DC. In that role, Jill focused her efforts on quality assurance and control of programs, standardizing policies and procedures for project management, coordinating and sharing best practices, and optimizing business systems and processes to improve Project Management Units and field programs performance. In her role as Chief of Party, Jill will continue to pilot new systems and identify efficiencies across our field programs.

The majority of Jill's 20-year professional career has been spent in sub-Saharan Africa. She joined DT Global in 2004-2006 as a Program Manager in Burundi, on the first DT Global legacy United States Agency for International Development (USAID) / Office of Transition Initiatives (OTI) program, and came back in 2011 as Chief of Party in Cote d’Ivoire. She has worked on several OTI and OTI ‘like’ projects and enjoys the phrenetic-paced nature of community-led, small-grants programming. From 2018, Jill worked remotely in South Sudan as the Director of Program Learning, assisting the Stabilization & Transition practice area on best practices, mentoring, process development, troubleshooting, start-ups and close-outs, and new business.

Jill is passionate about empowering those she works with, advancing leadership efforts and mentoring her team so they are confident and capable to take the lead on program management – from strategy, to grant management, to operations. In her spare time, she enjoys traveling to new places and gains inspiration from learning about diverse cultures, especially new cuisines.


If you could meet any living person for a chat over a shared dinner, who would you pick and why?

Simone Biles. She is one of the most decorated gymnasts of all time, all while overcoming so much adversity in her life. She is fierce - an inspiring, passionate, hard-working, and accomplished athlete and leader.

What’s your favorite place of all the places you’ve travelled?

It is a toss up between Lamu, Kenya and Zanzibar, Tanzania. Both have an incredible mix of rich history and culture, architecture, incredible food, the ocean (I love to scuba dive!) and most of all, wonderful people.
