Amer Barghouth is a senior advisor focused on energy policy and finance with more than 15 years of multidisciplinary experience in sustainable energy, public and private sector engagement, access to finance, innovation, and market research. He has significant experience in the design and implementation of technical assistance programs and financing mechanisms for electricity access, small-scale renewable energy, and energy efficiency in sub-Saharan Africa, the Middle East and North Africa, and Eastern Europe. He has worked with private sector companies, nongovernmental organizations, financial institutions, and government agencies to build partnerships to scale up markets for renewable energy and energy efficiency technologies.
Amer is currently the Technical Director of Energy Services within the Environment & Infrastructure technical area at DT Global US. In this capacity, he serves as the IDIQ Manager for USAID Energy II IDIQ and the Project Director for USAID Energy Policy Activity (EPA) in Bosnia and Herzegovina, and USAID Innovation for Affordable and Renewable Energy for All (INARA) in Lebanon. He was also Project Director for the recently closed USAID Kosovo Energy Security of Supply (KESS). Prior to joining DT Global, he was an associate director at RTI International where he oversaw the implementation of the Power Africa Off-grid Project.
