The Ministry of Works, Transport, and Infrastructure (MWTI), with support from the Tautai Governance for Economic Growth Programme, is seeking proposals from suitably qualified consultants or consulting firms to undertake a Mid-Term Review of the Transport and Infrastructure Sector Plan (TISP) and develop a Governance Capability Development Plan.
The assignment will assess the effectiveness, relevance, efficiency, and sustainability of the support provided under TISP to date, identify key achievements and challenges, and provide recommendations to strengthen future implementation. Building on the review findings, the successful consultant will work closely with key stakeholders to develop a practical Governance Capability Development Plan that supports MWTI's institutional strengthening priorities and long-term governance objectives.
The review and planning process is expected to provide evidence-based insights to inform decision-making, enhance organisational capability, and strengthen the Ministry's ability to deliver effective and accountable services.
Interested applicants should demonstrate experience in governance assessments, organisational development, institutional strengthening, programme evaluation, and stakeholder engagement within the Pacific context.
