Program Background
DT Global supports the implementation of the Australia Indonesia Partnership for Justice Phase 3 (AIPJ3). AIPJ3 is a five-year program funded by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms and contribute to the overall goal of “Strong and accessible justice and security institutions uphold the rule of law and contribute to stability and prosperity in Indonesia and the region”.
AIPJ3 has the following end-of-program outcomes (EOPOs):
To support the implementation of the AIPJ3 Communication Strategy, AIPJ3 plans to develop an official website as a key platform for communicating the program’s identity, messages, and values that increase visibility (awareness) toward the program. The website also serves as a platform to document and disseminate AIPJ3’s progress, learning, and impact with the aim of strengthening positive understanding and perception of the program among relevant stakeholders and broader audiences.

About the Engagement:
AIPJ3 is seeking a qualified subcontractor to design, develop and maintain the AIPJ3 website. Interested organizations are invited to submit their technical and financial proposals along with all supporting documentation specified in this Request for Proposal.
The objective of the website development and maintenance aims to serve as an official platform to communicate AIPJ3’s identity, messages, and values that increase visibility (awareness) toward the program, and to document and disseminate AIPJ3’s progress, learning, and impact that lead to more positive sentiment (perception) toward the program. The key objectives for website providers are:
1. Deliver a modern, responsive, bilingual website built to current standards and best practices.
2. Ensure full compliance with WCAG 2.2 Level AA accessibility guidelines.
3. Achieve strong Core Web Vitals scores (LCP, INP, CLS) to support organic search performance.
4. Support content updates on weekly basis
5. Integrate analytics, consent management, and privacy-compliant tracking
6. Establish a secure, scalable hosting environment with documented maintenance and support
7. procedures including regular content uploads.
8. Complete all phases within the agreed timeline and budget

The interested organisations must submit the required proposal documents to AIPJ.General@aipj.or.id before the submission deadline of 26 August 2026 at 23:59 Jakarta time (GMT+7). Hardcopies are not required, and late submissions cannot be accepted.
