The increasing dependence on information and communication technology (ICT) in Samoa for daily government operations means that any interruption – whether due to natural disasters, cyber incidents, hardware failures, or other unforeseen events can significantly impact business continuity.
To mitigate this, the Governance for Economic Growth Program (Tautai) with the support of the Ministry of Prime Minister and Cabinet (MPMC) is seeking technical assistance to support the Ministry’s ICT Division in designing and developing a comprehensive ICT Disaster Recovery Plan (DRP) that can ensure quick recovery of ICT services and operations during such events. The plan should align with International best practices and be contextualised to complement national policies and strategies including ICT, cyber resilience and risk management.
DT Global is seeking a qualified consultant (individual or consultancy firm) to support the MPMC to develop an ICT Disaster Recovery Plan for the Ministry by assessing ICT risks and vulnerabilities:

Your response to this RFQ should consist of two separate electronic files:
1. The Technical proposal must include a statement addressing the selection criteria (see below), an outline of the proposed methodology for delivery of the services and should also:
2. The Financial proposal shall include a total price for delivery of the services inclusive of all fees and charges including insurance, but exclusive of VAGST. The proposal should nominate payment milestones based on acceptance of deliverables outlined below.
The contract proposed is an outputs-based arrangement with specified deliverables to assess progress and performance.
