RFP - Mid-Term Review and Governance Capability Development for the Transport and Infrastructure Sector

The Ministry of Works, Transport, and Infrastructure (MWTI), with support from the Tautai Governance for Economic Growth Programme, is seeking proposals from suitably qualified consultants or consulting firms to undertake a Mid-Term Review of the Technical and Institutional Support Program (TISP) and develop a Governance Capability Development Plan.

The assignment will assess the effectiveness, relevance, efficiency, and sustainability of the support provided under TISP to date, identify key achievements and challenges, and provide recommendations to strengthen future implementation. Building on the review findings, the successful consultant will work closely with key stakeholders to develop a practical Governance Capability Development Plan that supports MWTI's institutional strengthening priorities and long-term governance objectives.

The review and planning process is expected to provide evidence-based insights to inform decision-making, enhance organisational capability, and strengthen the Ministry's ability to deliver effective and accountable services.

Interested applicants should demonstrate experience in governance assessments, organisational development, institutional strengthening, programme evaluation, and stakeholder engagement within the Pacific context.

Objectives of the consultancy

The objective of this consultancy is to undertake an independent Mid-Term Review of the Technical and Institutional Support Program and develop a practical Governance Capability Development Plan that supports the ongoing institutional strengthening and governance priorities of the Ministry of Works, Transport, and Infrastructure.

Specifically, the consultancy will:

  • Assess the progress, effectiveness, relevance and implementation of activities supported through the TISP to date.
  • Identify key achievements, challenges, lessons learned and opportunities for improvement to inform future programming and decision-making.
  • Engage with relevant stakeholders to gather evidence and perspectives on governance, organisational performance and institutional capacity needs.
  • Develop recommendations to strengthen governance systems, leadership capability and organisational performance within MWTI.
  • Prepare a Governance Capability Development Plan that outlines strategic priorities, capacity development interventions and practical actions to support sustainable institutional development.
  • Provide evidence-based findings and recommendations to guide future technical assistance and governance support initiatives.

Your response to this RFQ should consist of two separate files:

  • The Technical proposal must include the proposed methodology for delivery and a statement addressing the selection criteria for the relevant package(s). Where a supplier is bidding for both packages, the technical proposal must describe how any actual or perceived conflicts of interest between personnel working on the review and the plan will be managed. It should also include:
  • Details of the supplier’s profile
  • CVs of specified (key) personnel
  • An indicative workplan with an estimate of total time input (days)
  • Evidence of registration (e.g. copy of Business License/registration certificate)
  • A completed Due Diligence Assessment
  • The Financial proposal should present a total cost for the services in Samoan Tala (WST) exclusive of VAGST incorporating all fees & charges based on the indicative workplan & level of effort outlined in the Supplier’s Technical proposal. The Financial proposal should list all key personnel and provide a breakdown of their estimated input days and daily rate(s).
