The Ministry of Customs and Revenue is being restructured into two separate entities, the Ministry of Customs (MoC) and the Ministry of Revenue (MoR). The MoC plays a vital role in collecting national revenue, facilitating legitimate trade and travel, and safeguarding the country’s borders from illicit activities. Operating in an increasingly complex and high-risk environment, the Ministry is required to maintain strong compliance, integrity, and risk management systems that align with national legislation and good governance standards.
As part of this framework, the establishment of a dedicated Closed-Circuit Television (CCTV) Room is a critical control measure to strengthen physical security, enhance real time monitoring of customs-controlled areas, and support effective oversight of operations. A centralised CCTV capability will assist in deterring misconduct, detecting and responding to incidents, and providing reliable evidence for investigations and compliance actions, while reinforcing transparency, accountability, and public confidence in the integrity of Samoa’s border management functions.
As part of the government of Samoa’s national digital transformation initiative and an overall ICT modernisation initiative for the MoC and MoR, the Tautai program with the support of the Australia Boarder Force (ABF) will support the establishment of a CCTV Control room at the MoC Main Office site at Matautu, Apia.
Objectives of the consultancy
DT Global seeks a qualified consultant (individual or consultancy firm) to collaborate with MOC in establishing a CCTV Control Room providing technical oversight, and construction supervision to ensure the project is delivered on time, within budget, to the required quality standards, and in compliance with applicable laws, DT Global construction contracting procedures and construction risk assessment requirements.
