Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year investment of approximately A$50 million by the Australian Department of Foreign Affairs and Trade (DFAT), implemented in partnership with the Government of Indonesia to support national human and animal health priorities. Building on Australia’s longstanding health sector engagement, including the Australia Indonesia Health Security Partnership (AIHSP), the program strengthens health systems and health security across both human and animal health, while renewing support for primary health care in line with Indonesia’s health transformation agenda. Operating at national and selected subnational levels, KITA SEHAT provides strategic policy, governance, and service delivery advice through technical assistance, public sector partnerships, research, and CSO/NGO grants. The program works closely with UN agencies and other development partners to ensure coordinated and complementary support. Its four end of program outcomes focus on strengthening primary health care policies and services, improving health system enablers and workforce capacity, and enhancing health security, with gender equality, disability equity and social inclusion (GEDSI) and climate resilience integrated throughout.

The Role

KITA SEHAT seeks to engage a qualified firm/organization to support MoH through the development of the suite of Labkesmas documents (see scope of work for more detail on each) via desktop review, conducting stakeholder consultations, the provision of technical inputs for respective documents and getting documents submission ready.

This assignment will deliver five key Labkesmas NSPK documents to MoH approval-submission ready following tailored policy review and development process according to the status/development stage of the document. In some circumstances this will include delivery of the key policy documents, dissemination materials, practical testing of the NSPK, and evidence-based recommendations for policy development and scale-up.

Working in close consultation with the KITA SEHAT Program Management Team (PMT) and relevant Ministry of Health counterparts, the firm/organization (contractor) will:

Use processes including desktop review, facilitating stakeholder consultation and document validation, incorporating input from relevant national, subnational stakeholders, including representatives from both the human health, animal health sectors, and other sectors.

Ensure the documents are practical and well understood through testing NSPK in practical environments in selected KITA SEHAT locations.

Ensure inclusive participation of women, people with disabilities, and other relevant stakeholder groups in this process.

About You

The firm/organization (subcontractor) should:

Be a legally registered consulting firm/research institution/university/non-government organisation (NGO) operating in the public health, laboratory, health systems, or policy development sector.

Demonstrate experience in developing health policies, technical guidelines, standards, operational procedures, or regulatory frameworks, preferably within the public health laboratory sector

Have proven experience track record in developing and/or operationalising, laboratory technical guideline, mentorship, and surveillance guideline or similar work

Demonstrated organisational experience in delivering public health laboratory assignments involving multi-stakeholder consultation, and cross-sectoral human and animal health coordination.

Show prior collaboration with national and/or international organisations on public health laboratory; and‚

Have experience in public health policy and institutional capacity building, including prior engagement with MoH, international donors, or government at national and subnational levels.

Demonstrated experience integrating gender equality and disability inclusion into health policy, health systems strengthening, and service delivery initiatives.

Proposals must include: organisational profile and relevant experience summary; samples of previous work or accessible web links; relevant publications (including research papers and journal articles); and evidence of prior project experience with MoH, government bodies, international donors, or private sector institutions.
