Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year investment of approximately A$50 million by the Australian Department of Foreign Affairs and Trade (DFAT), implemented in partnership with the Government of Indonesia to support national human and animal health priorities. Building on Australia’s longstanding health sector engagement, including the Australia Indonesia Health Security Partnership (AIHSP), the program strengthens health systems and health security across both human and animal health, while renewing support for primary health care in line with Indonesia’s health transformation agenda. Operating at national and selected subnational levels, KITA SEHAT provides strategic policy, governance, and service delivery advice through technical assistance, public sector partnerships, research, and CSO/NGO grants. The program works closely with UN agencies and other development partners to ensure coordinated and complementary support. Its four end-of-program outcomes focus on strengthening primary health care policies and services, improving health system enablers and workforce capacity, and enhancing health security, with gender equality, disability equity and social inclusion (GEDSI) and climate resilience integrated throughout.

The Role

KITA SEHAT seeks to engage a firm/organization for designing, developing, configuring, testing, and operationalising the website, including its user interface, technical infrastructure, hosting integration, security setup, accessibility features, and overall functionality. The procurement will enable KITA SEHAT to assess qualified providers against defined technical, functional, accessibility, security, delivery, and value-for-money requirements and select a provider with the appropriate expertise and capacity to deliver the website within the required timeframe. The current development plan anticipates conducting the tender/bidding process in August–September 2026, followed by website development, testing and finalisation, with the website targeted for launch in January 2027.

Following completion of the development, day-to-day content management will be undertaken internally by the designated CMS-KM focal point under the supervision of the Knowledge and Communications Manager, while specialised technical support will be required for hosting, cybersecurity monitoring, backups, maintenance, and other technical matters. This approach allows KITA SEHAT to procure the specialist expertise required to establish a professional and sustainable platform while retaining internal ownership and control over program content and publication processes.

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) requires the development of a dedicated program website as part of its strategic communications, knowledge management, and public information objectives.

The firm/organization (contractor) is expected to achieve the following key outcomes:

1. Develop and operationalise the KITA SEHAT website, with a user-friendly and responsive interface that functions effectively across desktop and mobile devices and major web browser options.
2. Establish a secure, reliable, and maintainable technical environment, including appropriate server and hosting configuration, cybersecurity measures, access management, routine backups, uptime monitoring, and mechanisms for recovery and restoration.
3. Establish a bilingual website in Bahasa Indonesia and English that enables KITA SEHAT to communicate effectively with Government of Indonesia counterparts, the Australian Government, development partners, academia, media, implementing partners, and broader stakeholders.
4. Develop an accessible and inclusive website incorporating relevant Web Content Accessibility Guidelines (WCAG) in the back end and accessibility-by-design principles, including appropriate features and functionality for people with disabilities, to support KITA SEHAT’s commitment to Gender Equality, Disability and Social Inclusion (GEDSI) and ensure equitable access to program information and knowledge products.
5. Provide an effective content management system that enables authorised KITA SEHAT personnel to independently manage and regularly update website content, including news, publications, technical resources, program information, and other knowledge products. Day-to-day content management will ultimately be managed internally by the designated CMS-KM focal point under the supervision of the Knowledge and Communications Manager.
6. Configure the website in accordance with Search Engine Optimisation (SEO) and metadata principles to support the discoverability of KITA SEHAT content through search engines and smoother search functions within the website. This includes the configuration of search-engine-friendly URLs, page titles and meta descriptions, heading structures, XML sitemap, robots.txt, canonical URLs, image alternative text functionality, social sharing metadata, and relevant structured data/schema markup.
7. Ensure the website is sustainable and suitable for long-term use, including appropriate technical documentation, maintenance arrangements, and functionality that supports the preservation of KITA SEHAT’s knowledge and digital assets and potential future handover to Government of Indonesia counterparts.

About You

The firm/organization (subcontractor) should:

1. Proven website developer with min. 5 years of experiences in designing, developing, deploying, and maintaining professional websites, preferably for government agencies, development programs, international organisations, NGOs, or other institutional clients especially DFAT-funded projects website and/or animal/human health topics website.
2. Strong experience in WordPress website development, including website architecture, UI/UX design, responsive development, CMS configuration, customisation, integration, testing, deployment, and ongoing technical maintenance.
3. Relevant technical expertise in website hosting, server configuration, cybersecurity, and maintenance, including SSL/HTTPS configuration, access management, security monitoring, regular backups, uptime monitoring, system updates, and data recovery/restoration.
4. Experience in developing responsive and cross-browser compatible websites that operate effectively across desktop and mobile devices and major web browsers.
5. Practical experience in web accessibility and inclusive digital design, including application of relevant WCAG standards, accessibility-by-design principles, accessibility testing, remediation, and preparation of accessibility assessment or conformance reports.
6. Experience in developing bilingual or multilingual websites, including appropriate content structures, navigation, CMS configuration, and user experience across multiple languages.
7. Technical expertise in Search Engine Optimisation (SEO) and metadata configuration, including search-engine-friendly website architecture, metadata, XML sitemaps, indexing configuration, structured data/schema markup, and internal search functionality.
8. Capability to develop and configure a user-friendly Content Management System (CMS) that enables authorised non-technical personnel to independently create, edit, manage, and publish website content.

Proposals must include: organisational profile and relevant experience summary; samples of previous work or accessible web links; relevant publications (including research papers and journal articles); and evidence of prior project experience with MoH, government bodies, international donors, or private sector institutions.
