Lucy is Director of Frameworks and Business Development at DT Global UK, overseeing the Frameworks team’s day-to-day work and managing its portfolio alongside the Framework Director. She leads tendering activities, guiding decisions on which new frameworks and individual assignments to pursue. Her responsibilities span client and consortium relationships, expert recruitment, financial proposals, budgets, fee negotiations, and quality assurance. She directly manages key UK Foreign, Commonwealth & Development Office frameworks, including the Global Evaluation Framework Agreement, the International Multi-Disciplinary Programme Framework Agreement, and the Conflict, Stability and Security Fund.
Lucy brings 15 years of international development experience, including a decade in management within the team. She has managed complex programmes across a range of technical areas in Asia and Africa. To support consistent, efficient delivery, she has developed reporting systems, consortium and subcontractor agreements, operations manuals, and practical guidance for project teams. These systems support a portfolio of more than 15 current framework agreements and over 300 assignments delivered by the team in the past five years.
