Paul Fengler is a Director in DT Global’s Public Finance Management practice, with more than 18 years of international development experience managing donor-funded programs and providing procurement and fiscal agent services. He oversees Millennium Challenge Corporation-funded Procurement Agent contracts in Côte d’Ivoire, Mozambique, Senegal, and Zambia, and Fiscal Agent contracts in Benin, Mozambique, and Zambia. He leads project delivery, quality assurance, client relationships, staffing, and budgets, while also leading technical proposal development and business development efforts for the Public Finance Management practice.
With more than 15 years of procurement experience, Paul specializes in Millennium Challenge Corporation procurement policies and procedures and has worked extensively across Africa and Asia, including in Liberia, Lesotho, Mozambique, Nepal, Senegal, and Zambia. He has served as Acting Fiscal Agent Manager in the field in Guinea and Sierra Leone and works professionally in French. From 2018–2019, he spent approximately a year in Niamey, Niger, as a Quality Control Expert for the Niger Compact, overseeing procurement deliverables and quality assurance.
He also performed a procurement audit in Niger for the Millennium Challenge Corporation. Mr. Fengler holds a Master of Arts in International Commerce and Policy from George Mason University and a Bachelor of Arts in Russian and Slavic Studies from McGill University. He is a certified Project Management Professional and is fluent in English and French, with professional proficiency in Russian and working knowledge of Latvian.
