Défi

Ukraine has one of the highest road accident fatality rates in Europe. The Ukraine Urban Road Safety Project (UURSP), financed by the European Investment Bank (EIB), was originally designed as a major investment programme to improve road safety in five Ukrainian cities: Kyiv, Kharkiv, Dnipro, Odesa and Lviv.

The project aimed to address dangerous road locations and “blackspots” through improvements to street infrastructure and intersections, while also promoting safer walking and cycling, improved access to public transport, safer vehicle speed management in residential and school areas, urban transport planning and the introduction of selected Intelligent Transport Systems (ITS). Alongside the infrastructure investments, the programme included support to strengthen the capacity of Ukrainian authorities to plan, implement and monitor road safety investments.

Following Russia’s invasion of Ukraine in 2022, the implementation environment changed significantly. Dnipro, Kharkiv, Odesa and Kyiv subsequently withdrew from the UURSP. The project is now focused on the remaining Lviv road safety investment, alongside national-level institutional, technical and capacity-building support.

Approche

DT Global provides technical assistance (TA) to support the implementation of the UURSP and to ensure effective use of the EIB financing. The TA services commenced in September 2019 but were temporarily suspended from late 2024 before resuming in August 2025. The TA contract has since been extended and will now continue until the end of 2027.

DT Global had to adapt its TA to maintain project progress despite the adverse security situation. Under the revised scope, the TA supports the implementation of road safety works in Lviv and provides support to the Ukrainian authorities and EIB at the national and project levels. This includes project and contract management, procurement and financial management support, international best practice guidance on urban streetscape design, development of a national ITS strategy and roadmap, and environmental, social, health and safety capacity building.

The TA team works closely with the Ukrainian authorities, the Lviv Project Implementation Unit, and the EIB to help maintain progress despite the continuing security challenges. Ensuring quality of the Lviv sub-project commenced in April 2026 and are the focal point of the TA.

In September 2026, an international key expert in the TA team will travel to Ukraine to present at the Urban Mobility Forum, at which he will launch the International Best Practice in Urban Streetscape Design. The Ministry of Infrastructure has provided a link to this document on its website.

The national ITS strategy will inform Ukraine’s formal response to the EU Directive 2010/40 on ITS deployment, as part of the country’s accession negotiations for EU membership.

Objectifs et résultats

The revised programme focuses on five key areas:

  1. Supporting the Promoter and EIB in the effective management and implementation of the UURSP.
  2. Supporting the Lviv Project Implementation Unit in implementing and monitoring the Lviv road safety investment programme.
  3. Supporting the adoption and use of international best practice in urban streetscape design, including through guidance and training.
  4. Supporting the ministry in developing an Intelligent Transport Systems strategy, roadmap and action plan for Ukraine.
  5. Strengthening capacity in environmental, social, health and safety management, FIDIC contract management, and the management of international financial institutions-funded projects.

International Best Practice in Streetscape Design

As part of Component 3, DT Global has developed the International Best Practice in Streetscape Design guidance document. It draws on international practice in streetscape design, road safety engineering and traffic calming. The guidance provides a practical resource for engineers, designers, planners and city officials to support safer, more accessible and sustainable urban streets in Ukraine, and to help municipalities implement good practice as the country rebuilds and builds back better. The document is applicable to streetscape planning and design in other countries.

Він спирається на міжнародний досвід у сфері проєктування вуличного простору, технічних заходів дорожньої безпеки та заспокоєння дорожнього руху. Посібник є джерелом практичних рекомендацій для інженерів, проєктувальників, планувальників і міської влади з метою сприяння створенню безпечніших, доступніших і більш екологічно сталих міських вулиць в Україні, а також покликаний допомогти міським радам впроваджувати передовий досвід, щоб країна стала кращою після відбудови та під час нового будівництва. Посібник може застосовуватися для планування та проєктування вуличного простору в інших країнах.
