Challenge

Papua New Guinea has significant challenges with social and economic infrastructure. Access to health, education, and other essential services is particularly low in rural areas, where 85 per cent of the population lives.

Approach

The Incentive Fund is an Australian Government competitive grants program that seeks to improve social and economic development outcomes that benefit Papua New Guinean communities, which is aligned with PNG’s Medium Term Development Plan.

  • Community-driven, accessible and inclusive: We work with our partners to ensure those who stand to benefit from a project are actively involved in the design process. This ensures that the needs of a community, including those of women, children, people with disability and other marginalised individuals or groups, are understood and can be met, and that services and/or facilities are accessible to everyone.
  • Climate change and disaster resilience: Papua New Guinea is highly vulnerable to climate change and natural disasters. The Incentive Fund supports projects that incorporate climate change mitigation and adaptation into designs and implementation, particularly infrastructure. Alongside climate change mitigation and adaptation, the Incentive Fund also seeks to fund projects that include design elements that will reduce the risk and impact of disasters and, in doing so, support greater community resilience to the impacts of climate change and disasters.

Goals and Results

A better enabling environment for improved economic growth and service delivery (PNG Medium Term Development Plan III 2018-2022 KRA 2 Goal 2.1)

The Incentive Fund has a long history of supporting organisations and activities across Papua New Guinea. Since 2000, more than PGK 700 million has been awarded to partners in health, education, agriculture, economic development, water and sanitation, and governance and administration.
