Moldova Road Rehabilitation Project Implementation Support
Providing technical assistance to road rehabilitation and maintenance
Challenge
Moldova’s road network requires rehabilitation to halt deterioration and maintain key links that support economic growth and regional integration. In parallel, the State Road Administration needs stronger capacity to plan and manage road rehabilitation and maintenance programmes, conduct procurement transparently and efficiently, and oversee construction and supervision contracts. The assignment addresses implementation needs across the road-project cycle, from project preparation and design review through tendering, construction, post-construction, claims, and compliance with loan and grant agreements. It also addresses institutional needs in anti-corruption controls, project management, procurement procedures, staff training, and the State Road Administration’s broader role in road-sector planning and maintenance.
Approach
DT Global, as consultant, is to provide engineering, project-management, procurement, financial and contractual support to the State Road Administration for Moldova’s Road Rehabilitation Projects III, IV and V. The work covers preparation of future projects and procurement packages; review of feasibility studies, designs, road-safety measures and environmental/social requirements; support for selection of consultants and works contractors under applicable European Investment Bank/European Bank for Reconstruction and Development procedures; and monitoring of construction contracts, payments, variations, claims, disbursements and financing-agreement obligations.
The assignment also includes updating the State Road Administration’s anti-corruption, project-management and procurement procedures and manuals, assessing training needs, delivering formal and on-the-job training, and advising on organisational and budgetary arrangements for road maintenance. Key personnel are expected to work from the State Road Administration’s premises in Chisinau, with short-term specialist inputs mobilised as needed and subject to State Road Administration approval.
Goals and Results
The intended goal is to support timely, compliant and high-quality implementation of the road rehabilitation projects while strengthening the State Road Administration’s ability to manage road investments and maintain road assets efficiently and transparently. Planned outputs include procurement and evaluation documentation; review and monitoring of design, construction and supervision activities; reporting on project progress, risks, payments and financing-agreement compliance; support with claims and dispute resolution; updated project-operation, project-management and procurement manuals; and a training-needs assessment and training programme.
