Challenge

The MCA-Zambia II Compact is designed to address constraints to Zambia’s economic growth by improving infrastructure, expanding access to finance, strengthening agricultural productivity, and supporting private-sector investment. Following the U.S. Government’s 2025 foreign-assistance review, the Compact has been realigned to place greater emphasis on strengthening Zambia’s critical-minerals sector, expanding access to minerals for the United States and allied countries, and supporting strategic infrastructure, including investments associated with the Lobito Corridor. Delivering this expanded program requires substantial, timely, transparent, and competitively conducted procurement of works, goods, and consulting and non-consulting services. The Procurement Agent will provide MCA-Zambia II with specialized procurement capacity to manage and/or certify procurement activities, ensure compliance with MCC and applicable Zambian requirements, and support effective contract administration. The opportunity is to strengthen procurement performance and enable timely delivery of infrastructure and other investments that advance Zambia’s economic development and U.S.-Zambia strategic objectives.

Approach

Our approach will leverage the firm’s extensive MCC Procurement and Fiscal Agent experience, deep knowledge of Zambia and the region, and existing role as Fiscal Agent for MCA-Zambia II. This unique combination provides an immediate advantage, enabling us to integrate procurement with financial management, strengthen coordination across MCA functions, and support timely implementation from day one.

We will provide a proactive, client-focused procurement function grounded in MCC-compliant processes, market knowledge, and practical problem-solving. Drawing on Procurement Agent experience across 12 countries and US$6.8 billion in Compacts, including nine with projects similar to Zambia II, we will support robust procurement planning, competitive solicitations, contract management, and proactive risk mitigation.

We will manage the full procurement lifecycle, from developing procurement plans and conducting market research to solicitation, evaluation, negotiation, award, and closeout. Our team will prepare procurement documents, lead outreach and supplier engagement, run evaluation panels, support bid challenges, conduct price reasonableness and other procurement analyses, and support project negotiations to achieve strong procurement outcomes. We will deliver practical training, coaching, and knowledge transfer to strengthen MCA-Zambia II’s procurement capacity. We will also provide clear weekly, monthly, and annual reporting on procurement progress, risks, and upcoming actions.

Our experience performing both Fiscal and Procurement Agent functions on seven Compacts, together with extensive experience using MCC’s MCA-Management Information System (SAP), will provide integrated visibility into procurement, financial, and implementation risks. We will apply proven tools, lessons learned, and regional market knowledge to anticipate challenges and accelerate decision-making. As a trusted partner already embedded in Zambia’s Compact implementation, we will help MCA-Zambia II procure transparently, efficiently, and strategically to advance its development and critical-minerals objectives.

Goals and Results

DT Global’s goal is to provide MCA-Zambia II with end-to-end procurement support while building a strong, capable procurement function to prevent fraud, waste, and abuse. The result will be a more efficient and responsive procurement function, stronger competition, better procurement outcomes, and fewer delays. Ultimately, we will help MCA-Zambia II move procurements from planning to completion while building lasting procurement capacity and supporting successful delivery of the Compact’s investments.
