Swiss Economic Cooperation Office (SECO) Third-Party-Monitoring for the Private Sector Measures Projects
Ensuring value for money for reconstruction efforts in Ukraine
Challenge
To help with Ukraine reconstruction, the Swiss Economic Cooperation Office (SECO) is providing Swiss companies who either want to enter the Ukrainian market or are already operating in Ukraine with CHF 100 million for products and services the country needs for reconstruction. This is known as the Private Sector Measures project. SECO releases funds in tranches, and each tranche depends on milestone deliverables. SECO needed proof that public money delivered development results for Ukraine and that each project could be checked on the ground. This is especially critical as power shortages, attacks on infrastructure, and logistical challenges added cost and time.
Approach
To help SECO verify project results and ensure funds are being spent as intended, DT Global provides third-party monitoring (TPM) services to SECO for the Private Sector Measures project in Ukraine. This project provides subsidies for Swiss private sector firms to enter the emerging Ukrainian market. We ensure that Swiss companies are equipped with the skills needed to support stability, development, and reconstruction efforts in Ukraine, as well as oversee outputs and track outcomes for SECO.
DT Global acts as SECO’s eyes and ears on the ground, from contract design through to results. Before signature, we help define each project’s deliverables, verification method and disbursement plan. Every deliverable is written so it can be marked as fulfilled or unfulfilled, which keeps SECO’s tranche/milestone payment model objective. After signature, each company works with DT Global to co-design a performance monitoring plan, and we review it at set points so that changes to timelines or indicators are documented and advise SECO on when to do so. Verification combines site visits, reconciliation of delivery notes against technical drawings, material-balance checks and staff interviews. Findings feed into a DT Global designed bespoke dashboard and project monitoring reports and a monthly portfolio update that flags issues, critical status updates and decisions needed.
We also facilitate Pause and Reflect workshops with SECO, the Embassy in Kyiv and companies, turning lessons into a Retain, Refine, and Embed matrices with proposed owners. Outcome monitoring is being extended past delivery, so results can be measured rather than assumed.
Goal and Results
The goal is to bring Swiss companies into Ukraine’s reconstruction and show that public money produces development results. Verified deliverables prior to each SECO payment ensures that jobs are created, retained or improved, and larger scale outcomes are tracked for determining larger scale impact. As of October 2026, DT Global is monitoring 11 first round projects and providing information back to SECO to enact course corrections as needed. For example, one delivery project reconciled all 39 delivery notes, covering 2.2 million components, with no documentary shortage or surplus. SECO has also announced eight additional firms from the second Call for Proposals, which will need the same verification design and monitoring plans, as they lean on DT Global’s lesson learned from the first round to become registered in Ukraine. Pause and Reflect workshops produced a Retain, Refine and Embed matrices with proposed owners, informed by company respondents. Several projects face schedule or cost risks, which DT Global reports openly so SECO can decide next steps. The ultimate goal of DT Global’s monitoring is to provide clear information to inform SECO’s decision-making and help ensure that public money is well spent.
