RFP - English Language Training for ASEAN Accession

The English Language Training for ASEAN Accession (ELTAA) is a five-year initiative funded by the Australian Government and implemented by PROSIVU through DT Global.

This program will support Timor-Leste’s preparation for ASEAN membership by strengthening the English language proficiency of government officials. ELTAA aims to equip civil servants with the skills necessary to engage in ASEAN forums and processes, through targeted and inclusive training that aligns with the Government of Timor-Leste’s development goals.

ELTAA training will be delivered through three tailored streams:

  1. Regular Needs for general civil servants
  2. Intensive Needs for senior officials requiring fast-tracked support
  3. English for Specific Purposes (ESP) for personnel with higher proficiency who need sector-specific training.

This RFP seeks a qualified supplier or consortium to implement the ELTAA program's first phase, covering training delivery until June 2026, with possibility of extension by mutual agreement.

Key responsibilities include:

  •  conducting a training needs assessment
  •  placement testing
  •  curriculum development
  •  program framework and scheduling
  •  delivery of customised English instruction

Proposals must demonstrate technical expertise, contextual familiarity, inclusive delivery capacity, and value for money.

Questions and Clarifications

Interested applicants may submit questions or request clarifications by 5pm (GMT+9) May 13, 2025. All questions should be submitted in writing to [email protected]

Written responses to questions will be shared with all registered applicants by 5pm (GMT+9) May 19, 2025.
