Program Background

 Australia-Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year investment by the Australian Department of Foreign Affairs and Trade (DFAT) to partner with the Government of Indonesia (GOI) to advance its priority law and justice reforms. It aligns with Indonesia’s National Development Plans (Long- Term National Development Plan 2025-2045, Mid-Term National Development Plan 2025-2029) and the Australia-Indonesia Development Partnership Plan 2024-2028.

Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining the flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

AIPJ3 will progress the long-term goal of “Strong and accessible justice and security institutions that uphold the rule of law and contribute to stability and prosperity in Indonesia and the region”. With the specific objective of “working in partnership with Indonesia to support effective realisation of justice reforms”, AIPJ3 has the following end-of-program outcomes (EOPOs):

• EOPO 1: Justice institutions develop and implement policies, plans, budgets and practices that advance the rule of law and economic development in the priority areas of accountability and transparency, criminal and commercial law reform
• EOPO 2: Justice institutions and partners implement and adapt policies, plans, budgets and practices that contribute to preventing violent extremism and addressing transnational crime
• EOPO 3: Justice institutions develop and implement policies, plans, budgets and practices that advance equal access to justice for women, children and persons with disabilities
• EOPO 4: Government of Indonesia, Government of Australia and non-government organisations deepen partnerships in the justice and security sectors for mutual benefit

Corruption prevention constitutes one of the Government of Indonesia's major priorities under the National Medium-Term Development Plan (RPJMN) 2025–2029. Strengthening corruption prevention is expected to enhance the integrity of government institutions, improve governance systems, and reinforce public trust through the revitalization of corruption prevention strategies across sectors related to public welfare and the management of public resources.

While Indonesia has recorded a slight improvement in the Integrity Assessment Survey/National Integrity Index (SPI/IIN), the country's overall corruption prevention performance remains below the RPJMN target. At the same time, the Corruption Perceptions Index (CPI) has continued to decline. These developments indicate that existing corruption prevention measures have not yet achieved optimal results and that structural and systemic challenges continue to affect the effectiveness of corruption prevention efforts. Consequently, strengthening corruption prevention requires more comprehensive, integrated, and evidence-based policy responses that are capable of addressing institutional and governance challenges across priority sectors.

Strengthening corruption prevention also supports Indonesia's broader governance reform agenda, including the country's Organisation for Economic Co-operation and Development (OECD) accession process, implementation of commitments under the United Nations Convention against Corruption (UNCAC), and improvements to key governance mechanisms. These include strengthening internal oversight systems, improving compliance with asset declaration reporting (LHKPN), enhancing cross-sectoral data integration, and reinforcing anti-corruption campaigns across government institutions.

To support these objectives, a comprehensive study is required to update the current problem mapping on corruption prevention, identify key institutional and policy challenges, assess existing governance arrangements, and formulate evidence-based policy recommendations on the revitalization of corruption prevention in priority sectors. The study is expected to provide practical recommendations that will support future policy development and institutional strengthening initiatives undertaken by the Ministry of National Development Planning/Bappenas and relevant Ministries and Government Institutions.

About the Engagement:

AIPJ3 is seeking a qualified Subcontractor to support Ministry of National Development Planning (Bappenas) to conduct a comprehensive study to update the current problem mapping on corruption prevention, identify key institutional and policy challenges, assess existing governance arrangements, and formulate evidence-based policy recommendations on the revitalization of corruption prevention in priority sectors. The study is expected to provide practical recommendations that will support future policy development and institutional strengthening initiatives undertaken by the Ministry of National Development Planning/Bappenas and relevant Ministries and Government Institutions. Specifically, the selected organisation is expected to:

1. Identify and analyse key problems, strategic issues, and institutional challenges affecting the development of laws, regulations, and governance related to corruption prevention and public services.
2. Map strategic issues and policy directions concerning the revitalization of corruption prevention in priority sectors.
3. Conduct comprehensive literature reviews and analyse relevant studies, research findings, regulations, and policy documents related to corruption prevention and governance reform.
4. Undertake stakeholder consultations through Focus Group Discussions (FGDs) and other appropriate consultation mechanisms involving relevant stakeholders in the legal, governance, and regulatory sectors.
5. Develop evidence-based policy recommendations to support the revitalization of corruption prevention in priority sectors and strengthen future policy development
