Challenge

The US$300 million Côte d’Ivoire Regional Compact is designed to improve Côte d’Ivoire’s economic growth and reduce poverty by strengthening the regional electricity market, modernizing the grid network, and supporting Côte d’Ivoire’s participation in the regional electricity market. Delivering these investments requires timely, transparent, competitive, and compliant procurement of a broad range of goods, works, and services. The Procurement Agent is required to take over procurement activities and records from the Interim Procurement Agent and assume responsibility for procurements governed by the MCC Procurement Policies and Guidelines (PPG). The opportunity is to provide specialized procurement capacity that helps MCA-Côte d’Ivoire Regional achieve value for money, manage procurement and contract administration risks, strengthen competition, and support timely implementation of the Compact.

Approach

Our approach will leverage the DT Global’s extensive MCC Procurement and Fiscal Agent experience, and deep knowledge of Côte d’Ivoire from our previous assignments in procurement agent from the original compact and IPA. Our approach will provide an integrated, proactive procurement function aligned with MCC’s PPG, the Procurement Operations Manual (POM), Contract Administration Manual (CAM), and other applicable Compact requirements. DT Global will take over procurement records and activities from the Interim Procurement Agent, establish effective procurement planning and controls, and manage the procurement lifecycle from requisition and market analysis through solicitation, evaluation, award, contract administration, and closeout.

We will prepare and update the Procurement and Grant Plan Package, conduct market outreach and market analysis to strengthen competition, and provide guidance and training to MCA staff, implementing entities, contractors, and other stakeholders. The team will use the MCA-MIS, based on SAP ECC 6.0, together with appropriate digital tools, to support visibility, tracking, reporting, and document management. We will apply practical problem-solving, regular risk monitoring, and lessons learned to help MCA-Côte d’Ivoire Regional make timely procurement decisions and deliver the Compact effectively.

Goals and Results

DT Global’s goal is to provide MCA-Côte d’Ivoire Regional with end-to-end procurement support while strengthening a capable and responsive procurement function. The Procurement Agent will manage the full procurement lifecycle, including procurement planning, market research, preparation of solicitation documents, evaluation support, contract award, contract administration, and closeout. Key early results will include mobilization of the proposed team, transfer and organization of procurement records from the Interim Procurement Agent, development and updating of the Procurement and Grant Plan Package, and market outreach to promote upcoming procurement opportunities. The team will also support Contractor Past Performance Reports, monitor contract performance indicators, track contract expiration and amendments, and provide regular reporting to MCA management. Through guidance, coaching, and formal training seminars, DT Global will strengthen procurement capacity and promote consistent application of MCC requirements. The expected result is a transparent, competitive, efficient, and well-controlled procurement function that supports timely delivery of Côte d’Ivoire’s regional electricity investments and achieves strong value for money.
