The strategic vision of the Government of Honduras is reflected in its "Government Plan to Refound Honduras 2022-2026," which sets essential guidelines for restructuring the State, implementing social and economic policies, and managing sustainable public finances. The plan focuses on infrastructure and strategic investments, with key priorities in anti-corruption; transparency; citizen participation in development (open government); and public policy implementation, monitoring, and evaluation.

The MACH-1 Technical Assistance project focuses on institutional strengthening of the public sector in Honduras. Its specific objective is to contribute to more effective and efficient implementation of public policies, particularly in the key priorities — anti-corruption; transparency; citizen participation in development (open government); and public policy implementation, monitoring, and evaluation — emphasised under the EU Multiannual Indicative Plan for Honduras and the 2022-2026 Government Strategic Plan.

The MACH-1 project provides short-term technical assistance based on specific requests from public institutions within key priority areas, ensuring alignment with project objectives, expected results, and deliverables.

In this regard, MACH-1 operates as a demand-driven facility, supporting the Government of Honduras in strengthening its public institutions to achieve the objectives of the 2022-2026 Government Strategic Plan in the sectors identified alongside the EU Delegation in Honduras.
