Thomas Ingvoldstad is a financial management expert with 15 years’ experience managing and supporting donor funded projects in Africa, Asia, and the Caribbean. He serves as a Technical Director in the Public Finance Management technical unit for DT Global US. He has a particular focus on fiduciary services: designing, implementing, and enforcing controls to ensure that recipient governments and NGOs are using donor funds appropriately and achieving good value for money.
Thomas is responsible for client and contracts management related to DT Global’s financial assurance services for the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) and the Gavi Alliance. He has provided technical assistance and leadership on a number of Global Fund contracts since 2007 and over the past decade has built up a portfolio of fiduciary agent contracts with both Global Fund and Gavi.
Thomas has extensive experience in the field, with a range of short-term technical assignments and medium-term Team Leader assignments on DT Global projects. Between 2011 and 2012 he served as the Director of Finance and Operations on the $70 million, five year, USAID-funded Uganda Strengthening Decentralization for Sustainability Project.
