Retrospective Topline Evaluation

About the Proposal

DT Global is the managing contractor of the Tonga Australia Support Platform (TASP) an Australian Government investment providing a range of support services to DFAT and Technical Advisers deployed to work in Tonga.

Scope of Services

TASP is commissioning an experienced evaluation team to undertake a high-level retrospective assessment of DFAT’s governance support in Tonga from 2009–2025. The evaluation will examine 15 years of DFAT-funded governance programs—including EPSR, TEGS, the TASP Governance Pillar, and early TAGS—by analysing outcomes, achievements, challenges, trends, and any areas of decline across core governance areas such as public financial management, procurement, civil service reform, and integrity institutions.

Using qualitative and quantitative methods (document review, interviews, and trend analysis), the team will generate insights and lessons to guide future programming, including TAGS and DFAT’s Final Investment Monitoring Report (FIMR). Key deliverables will include an inception report, draft and final evaluation reports, and a stakeholder presentation, culminating in practical, evidence-based recommendations to shape the future strategic direction and design of governance support.

Responsibilities

The contractor will be required to provide the following services/goods:

1. Evaluation Scope & Focus

  • Conduct a 15-year retrospective evaluation (2009–2025) of DFAT’s governance support to Tonga.
  • Cover all major governance programs and thematic areas: PFM, procurement, civil service reform, and integrity institutions.
  • Assess outcomes, challenges, bottlenecks, trends, and areas of backsliding.

2. Data Collection & Analysis

  • Undertake a structured desk review of key DFAT, GoT, and development partner documents.
  • Conduct 15–20 key informant interviews with DFAT, GoT agencies, implementing partners, and donors.
  • Analyse qualitative and quantitative data to assess contributions to outputs, outcomes, and sector changes.

3. Lessons Learned & Strategic Insights

  • Identify lessons on relevance, sustainability, political economy factors, and impacts of external shocks (e.g., COVID-19, disasters).
  • Provide evidence-based insights to support TAGS design and DFAT’s Final Investment Monitoring Report (FIMR).

4. Deliverables & Reporting

  • Produce an Inception Report, Draft Report, Final Evaluation Report, and Executive Summary.
  • Deliver a virtual or in-person presentation of findings.

5. Recommendations

  • Provide clear, evidence-based recommendations to strengthen the strategic direction, design, and implementation of future governance support.
