EOI: Interpretation and translation services in Southeast Asia and Australia

About the Proposal

SEAG2G is seeking to identify a panel to provide interpretation and translation services from the languages of Cambodia, Indonesia, Laos, Thailand, Timor-Leste and Vietnam into English, and vice versa. As SEAG2G activities take place both in Australia and Southeast Asia, we invite applications from candidates based in Australia and in the above countries.

More information on specific terminology requirements is included at Annex 1. We welcome applications from individuals as well as companies, noting the range and variety of language requirements are unlikely to be addressed by a small number of contractors.

Program Background

Southeast Asia and Australia Government Partnerships (SEAG2G) is an Australian whole-of-government initiative to deepen institutional partnerships between Australia and Southeast Asian countries, driven by our shared commitment to a peaceful, stable and prosperous region. The program will enable two-way collaboration between agencies to share knowledge and tools and build policy and technical capability. SEAG2G provides resources to deepen and broaden relationships between Australian and Southeast Asian countries across four thematic priorities:

  1. Climate change and energy transition
  2. Education and skills
  3. Sustainable agriculture and food security
  4. Effective and inclusive public institutions

The two outcomes of SEAG2G include:

  1. Broader and deeper partnerships between Australian and Southeast Asian government institutions in targeted areas of mutual interest.
  2. Southeast Asia Government Entities (SGE) improve policy and practice in identified thematic priority areas in support of economic and social development.

Gender equality, disability and social inclusion (GEDSI) are important priorities for SEAG2G. The program’s approach to GEDSI seeks to ensure that people in all their diversity benefit from SEAG2G activities through identifying and addressing key GEDSI issues relevant to the program’s sectoral themes and activities.

SEAG2G is led by the Australian Department of Foreign Affairs and Trade (DFAT) Office of Southeast Asia, with DT Global as the managing contractor. The program works across Australia and Southeast Asia.

Skills

  • Demonstrated experience in providing the required services
  • Strong command of technical terminology related to one or more SEAG2G themes in both the designated language and English (see Annex 1)
  • Excellent communication skills, including comfort working with a range of different stakeholders, including senior government officials
  • Highly developed interpersonal and cross-cultural skills
  • Demonstrated commitment to GEDSI, safeguarding and ethical business conduct
  • Demonstrated ability to adhere to ethical conduct and safeguarding requirements (organisations are required to submit the Preliminary Due Diligence form with their Expression of Interest)
  • Preferred: Experience in providing interpretation or translation services for government-to-government dialogues, study tours, capacity development workshops or similar assignments.

How to Apply

In order to register your expression of interest, please submit the following:

  • A cover letter of no more than 2 pages addressing the selection criteria, and indicating the applicant’s location/home base and the services offered
  • CV(s) of interpreters/translators
  • A proposed daily rate in Australian Dollar (AUD); please also note whether the daily rate would be prorated based on hours worked or rounded to the nearest day or half day, whether any rate is paid for non-working travel days, and whether the rate is inclusive of tax (GST, VAT, personal income tax, etc, depending on country of homebase)
    • Applicants are free to note whether the rate or terms are negotiable
  • Two referee contact details (if proposing a team of interpreters/translators, further referee contact details may be requested if shortlisted)
  • Complete the country and theme experience matrix at Annex 1
  • If the applicant is a company/organisation, complete the Preliminary Due Diligence Form at Annex 2

Applications will be reviewed on a rolling basis. Only complete applications will be considered and shortlisted applicants contacted.

Successful candidates will be placed on the panel managed by DT Global and contracted through a Deed of Standing Offer. Opportunities will be made available to members on an as-needed basis, and panel members may be invited to quote opportunities (depending on the requirements of the task). Each time a consultant on the Panel is offered an assignment, a services order will be signed outlining the terms of the assignment.

Please note that being on the Panel does not guarantee work.

If your application is not considered applicable for the initial needs of the panel, you may be put on a merit list and notified of future roles.
