About the Proposal

Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 year of Australian Government support for skills and training in the Pacific.

Pacific Australia Skills will equip Pacific and Timor-Leste students and workers, in all their diversity to gain employment. The investment will develop partnerships to strengthen skills and training systems to be more inclusive and responsive to local and regional labour market priorities. Pacific Australia Skills will contribute to greater collaboration and cooperation among national and regional educational institutions to promote authentic partnerships, test and scale new approaches, and foster linkages between Pacific, Timorese, and Australian skills development systems.

Pacific Australia Skills is seeking to engage an Employee Assistance Program - Counselling services provider capable of delivering confidential, culturally sensitive, and accessible face to face and remote mental health support to staff located across multiple Pacific Island countries.

How to Apply

Your response to this RFQ should consist of two separate electronic files:

1. Technical Proposal:

Parts 1 and 2: Company Details and Technical Information -40%

  • Company Profile: Demonstrated experience delivering counselling services in the Pacific region (maximum 2 pages)
  • Clear description of approach for remote and in-person counselling, including crisis support and culturally sensitive practices.
  • Confirmation of ability to meet the scope and evaluation criteria.

Part 3: Previous Project Experience -30%

  • Relevant Projects:3 Examples of similar assignments, preferably in the Pacific context.
  • References: Positive client feedback and ability to meet scope requirements.

Part 4: Resources-10%

  • Staff Qualifications: Accreditation and professional credentials of counsellors (CVs or bios of key counselling staff).
  • Capacity: Ability to deliver services across multiple time zones and locations.
  • Language and Cultural Competency: Inclusion of local language support and trauma-informed care. 

2. Financial Proposal -20%

Part 5: Financial Proposal, tenderers are required to provide a quotation for undertaking the work and demonstrating value for money.

The quotation should be comprised of:

  Item  Price (AUD)
Tenderers are required to provide a detailed cost allocation for each service type (counselling, workshops, assessments)  $
Pricing structure (e.g., per session, monthly retainer, etc.)

Additional Costs: Disclosure of any extra charges (travel, emergency support, etc.).
