Gabon: Providing Election Oversight for Constitutional Referendum

EEM Gabon 2024 Referendum

Challenge

Gabon’s referendum in 2024 allowed citizens to decide on a new draft constitution to restore civilian governance after a military takeover in 2023. Informed by extensive national consultations, the amendments would modernize Gabon’s governance and ensure future stability.

The transition from military rule had shown encouraging signs and appeared to have broad public support. However, if left unaddressed, significant economic and social issues could quickly undermine this consensus and challenge the government’s commitment to democratic and human rights standards.

Approach

The European Union was invited to deploy an Election Experts Mission (EEM) to assess Gabon’s Constitutional Referendum in 2024. DT Global experts supported the EU by assessing the lead-up to the referendum, examining the legal framework and the election administration involved. They also recommended enhancements to future electoral processes and evaluated the implementation status of recommendations from previous missions (as applicable).

An EEM engages key national political and electoral authorities alongside representatives from diplomatic missions, intergovernmental bodies, non-governmental organisations, and other observer organisations.

Goals and Results

An EEM:

  • Gathers and analyses relevant information
  • Evaluates and reports on the referendum process, based on international commitments
  • Ensures adherence to standards and best practices for democratic elections

Each goal aligns with criteria outlined in the Commission Communication on Electoral Assistance and Observation.
