The MCC-funded US$437 million Niger Sustainable Water and Agriculture Compact supports improvements to three major constraints to economic growth and investment in Niger: lack of reliable access to water for agricultural use and livestock; lack of access to markets; and a fragmented and inefficient business regulatory system. In partnership with the Government of Niger, the MCC compact will strengthen Niger’s agricultural sector by improving water availability, infrastructure, and market access. The Compact has the potential to benefit more than 3.9 million people.
To ensure independence, transparency, accountability, full compliance, and effective implementation of MCC-funded Compacts, procurement activities are normally performed through an external Procurement Agent. This facilitates open and fair competition in the procurement of goods, works and services, and helps MCA-Niger to concentrate on technical implementation of the Compact. As Procurement Agent of MCA-Niger, DT Global, is responsible for providing a broad range of procurement management services for the goods, works, and services required for successful Compact implementation.
DT Global currently manages the process of selecting suppliers, contractors, and consultants for a wide variety of goods, works, and services requested by MCA-Niger to implement the Compact and related contract administration tasks including processing contract amendments. Despite operational challenges during a pandemic, we continued to deliver procurement agent services in line with MCA-Niger’s needs, while working remotely, using customized processes such as electronic tools and e-procurements.
OUR GOALS AND RESULTS
Project results include:
- Beginning in 2020, the project submitted a Procurement Acceleration Strategy to MCA-Niger focusing on critical tenders, proposing a set of concrete measures to be taken by MCA-Niger and the project to speed up these critical procurements. Due to its success, this Procurement Acceleration Strategy has been updated and extended.
- Successfully oversaw the large works procurement of the Irrigated Perimeter of Konni, as well two other large works procurements for National Road 7 and National Road 35 (RN7 and RN35) as well as other critical tenders for a total value of US$160 million.
- Prepare bidding documents, facilitate evaluation panels, assist in the preparation of evaluation reports, participate in contract negotiations, and provide contract administration services.
- Finalizing a multi-million tender for the supply and installation of irrigation kits, solar pumping kits, and drilling works. Currently, MCA-Niger has signed approximately 350 contracts and 150 amendments for a total commitment of US$280 million with DT Global's support.
