Timor-Leste: Strengthening sub-national governance, infrastructure and services

Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) in Timor-Leste

Challenge

The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) (2021–2031), funded by the Australian Government, seeks to assist the Government of Timor-Leste to improve access to and quality of basic infrastructure and services at sub-national levels, and strengthen municipal administration.

Approach

Program outcomes will be achieved through the implementation of activities across four interlinked program components that operate at national and sub-national levels of government administration supported by a series of cross-cutting activities.

  • Government of Timor-Leste’s Village Development Program (PNDS – Programa Nasional Dezenvolvimentu Suku) Support
  • Sub-National Governance Strengthening
  • Suku Infrastructure Operations and Maintenance including a focus on rural water systems.
  • Sub-National Roads

Goals and Results

The program will contribute to the achievement of two goals:

  1. Timor-Leste is a prosperous and strong nation, and
  2. Australia has deep and enduring relationships across Timor-Leste.

After a ten-year period, it is hoped the below outcomes can be achieved.

  • Infrastructure and service needs of villages are better addressed by national government.
  • Sub-national governments better deliver their mandated infrastructure and services to villages.
  • National and sub-national governments manage sub-national roads more effectively and efficiently, resulting in sustainable improved connectivity.

At the conclusion of PARTISIPA in 2031, it is expected that there will be improved village access to appropriate infrastructure and services.
