DT Global is engaged to support the Bougainville Road Program to plan and deliver road maintenance and road rehabilitation of the main trunk road from Kokopau to Arawa to Buin (in the Autonomous Region of Bougainville), funded by the DFAT PNG-Australia Transport Sector Support Program. DT Global also provides comprehensive support to the Division of Technical Services (DTS) of the Autonomous Region of Bougainville Government.

Key responsibilities under the program are the planning, implementation and monitoring of road maintenance works, capacity development of DTS and local contractors, implementation, and monitoring of the project safeguards and, overall project management. DT Global inputs include road maintenance planning, budgeting, annual workplan preparation, project scoping, design, bid documents preparation and the construction supervision and contract administration for road maintenance contract packages. The project team perform the requirements of the project following our Project Procedures Manual, which includes requirements for keeping daily records of the construction and maintenance works, documenting any design changes occurring during implementation and completing monthly meetings with Contractors, including producing minutes of the meeting. The Project Procedures Manual also provides procedures for HR management, financial management, administration, procurement, risk mitigation, OHS management and records management.

Road maintenance is implemented through Major and Minor Contracts, Work Orders and Community Works Arrangements tailored to engage local contractors and local labour. DT Global engage the Contractors directly for Work Order Contracts and perform as the Engineer to the Contract for Major and Minor Contracts which are engaged by DTS. Overall project management includes client monthly reporting, procedural and quality management, compliance to fraud controls, safety and in particular ensuring that traffic management is carried out to ensure the safety of workers and the community, social and environmental safeguards, and risk management and mitigation.

The project supports the maintainence 332 kilometres of Bougainville's 600-kilometre main road network. Approximately 80 percent of the population, school, and health facilities are within around seven kilometres of the main trunk roads network.
