Pacific Islands: Strengthening Climate Adaptation and Mitigation

USAID Climate Ready for Big Ocean State Sustainability (BOSS)

Challenge

Pacific Island Countries are highly vulnerable to the impacts of climate change. At the same time, they lack sufficient resources and local capacity to effectively finance, plan, and manage investments to mitigate climate change and adapt to changing climate conditions and increased incidences of natural disasters.

Approach

USAID Climate Ready BOSS will serve as a regional climate finance platform that provides flexible, on-demand technical assistance and transaction advisory to: 1) mobilize greater volumes of climate finance from diversified sources, 2) facilitate a more conducive enabling environment, and 3) strengthen local capacity to implement adaptation and mitigation projects in key sectors, such as fisheries, transport, tourism, energy, water and sanitation infrastructure, forestry, and agriculture.

Goal

Strengthened capacity of Pacific Island Countries to adapt and respond to climate and disaster impacts.

Objectives

  • Mobilize climate finance from public and private sources.
  • Improve climate finance management through institutional strengthening and enhancing the enabling environment.
  • Effective and streamlined coordination of climate finance through various partners and access modalities.
  • Inclusive and equitable participation of indigenous communities and those most impacted by climate change, including women and children.

Main Expected Results

  • USD 1.05 Billion in climate finance mobilized
  • 50,000 people with increased resilience
  • 5,000 people trained in climate change adaptation
  • 165 institutions with improved capacity to address climate change
  • 65 policies and strategies developed to support climate resilience
  • Strengthened inclusion, equity and coordination of climate finance
